I always credited Kevin Smith for the idea that Empire was the best installment. At least, I can’t recall hearing any of my friends saying that until well after they’d all seen Clerks.

I agree with George, Empire was the worst.
My guess is that GL was joking around. The Publicist Guild Awards are kinda known as a lighthearted affair.
I followed a few links, and it appears to be a joke that was taken out of context. Seems to be a more likely explanation, anyway.
